Assisting Urban Communities

With funding from the Bill & Melinda Gates Foundation, CHF has been implementing Slum Communities Achieving Livable Environments with Urban Partners (SCALE-UP) in India and Ghana since 2007.

In India, the program operates in the cities of cities of Pune, Bangalore and Nagpur, where up to half of residents live in rapidly expanding slums. CHF International’s SCALE-UP program seeks to improve slum conditions and the livelihoods of urban slum residents by:
  • Strengthening the capacity of slum residents and Local Intermediaries (NGOs, microfinance institutions, private providers and research institutions) to realize pro-poor projects
  • Ensuring that local governments engage with the urban poor on a sustainable basis to plan and implement pro-poor initiatives
  • Increasing income and asset generation opportunities for urban slum residents
  • Improving the living environments and access to services for slum residents

SCALE-UP builds upon CHF's previous programming expereince in India. With support from the USAID, CHF implemented the Sahbhagi Yojana 2 Support Program (SY2SP) from 2003-2007 to revitalize the physical and social infrastructure of these slums in a way that helped residents not only improve their habitat but built a sense of community. Under SY2SP, CHF worked in partnership with local municipal corporations and improved the lives of more than 29,000 families in the cities of Ahmedabad, Surat and Vadodara. In addition to improving the physical conditions of slums making them safer and healthier to live in, the program worked to provide access to low-cost medicine, daycare centers and access to affordable credit and financial literacy training.
